Dear Mr Guterres,

Please accept my sympathies for you in your trouble

caused by the scandalous and vindictive charges brought against

your character, I would like to say that I believe them as

baseless 28 they are false.

In my ten years experience of rou in your official

capacity or signing on and raying off my crews at this port,

I wish to state emphatically that I have never once seen or known

you guilty of any of the irregularities with which you are charged

and I consider them a direct insult to your honesty and integrity.

Perhaps you may not have known it, but I have keenly watched you

throughout every time of paying off and can truthfully assert

that the whole business has been conducted with perfect fairness,

and satisfaction to all concerned and carrying the same crews

voyage after voyage, as I have done, had there been any dissatis-
